Adult vs minor. What do you do when words don't work?

So there is this 11 years old asshole that the whole neighborhood hates. He picks on anyones kids and his mouth is worse than a sailor.I went to talk to his parents but they are the same garbage,they don’t care.My neighbor had enough of him yesterday when he was talking dirty to his 10 year old daughter and start talk nasty to him and threading him.What the kid did? He was holding his genitals and said "Bring it on beach….touch me and you go to jail"
So my question is…..what a decent,sane parent do in this situation?What are your weapons when words don’t work and parents don’t care.You get humiliated by an 11 year old shit and there’s nothing you can do?
For the record,my neighbor lost it and beat that kid pretty severely.He got arrested and he is in jail.The parents of the kid threaten to kill him.The situation is a mess because the law is always with the minor!

We called the police numerous times,they talk to the parents for few minutes and they leave.Same story every time
